when plucking a tick, does the head of the tick stay under the surface of the skin?

I found a load of ticks on my German Shepard / Golden Retriever about 2 weeks ago so I immediately bathed him with flea / tick removal soap and plucked off the ticks I saw. Well I went to feed him and yet saw another one. How do I get rid of these ticks? We hired an exterminator to spray the yard but he still has them. We also apply this medicine on his skin once a month but it doesn’t seem to work.(we started about 2 or 3 months ago when we 1st noticed the ticks) So my question is when plucking a tick, does the head stay in the skin? And how do I get rid of them the fastest way? cause were moving soon and I want them to be gone before we put him in the new yard. (to prevent further breeding in the grass and stuff) He only has ticks and not fleas.
You should try to remove the head along with the body. Take a tweezers and go as close to his skin as possible. Grab the tick tightly and pull slowly but firmly. Some of the dogs tissue will pull out with the tick and there will be a bump where the tick was for a while, but it should be fine. Remove them as soon as possible to avoid contacting lyme disease.
